LEADER Conditions

If your application for a grant has been successful there are a number of things your organisation will have to do in order to receive your grant.

To obtain your grant you will need to;

  • comply with the specific conditions set out in your projects 'offer of grant' letter
  • comply with the general conditions of LEADER grants
  • provide documentary or other evidence that you have complied with these conditions

Complying with general LEADER conditions

These come in two main categories; accounting conditions and process conditions.

Process conditions mean that we must have received the following basic documentation from you;

  • an application form (signed)
  • the acceptance of offer part of the 'offer of grant' letter (signed)
  • a completed monitoring and evaulation form (before we process the projects final claim)
  • documentary evidence that your match funders will fund, or have funded, your project

Accounting conditions mean that in order to process a claim from your for grant payment, we will need;

  • a properly completed claim form
  • ORIGINAL (not copy) invoices and receipts (these will be processed by the Secretariat and returned to your organisation)
  • evidence that payments claimed by you have actually been made
  • evidence that you have obtained three quotations for items of expenditure
  • mileage logs (where claiming for mileage)
  • timesheets (where claiming for 'in-kind')

Promotion of the Programme

It is a condition of the Programme that funded project include on advertisements, publicity materials and project documentation an acknowledgement of funding from LEADER and also, wherever possible, the LEADER, EU and Scottish Government logos (logos can be obatained from the Programme Secretariat).

Typically such acknowledgements would state that your project 'was part financed by the European Community Highland LEADER 2007-2013 Programme'.

Where signs are erected, for example during installation or building works, these also should acknowldege LEADER funding. Additionally, funding acknowledgement plaques/signage or finished projects, should also bear acknowledgement of the LEADER grant assistance and the logos.

Cross Compliance

LEADER grant payment is dependent upon compliance with the GAEC and with a number of specific legal requirements known as SMRs. Together, these are referred to as 'Cross Compliance' and relate to a broad range of impacts upon the rural environment. Please see the following links for more information;
